Finnish space-tech startup ICEYE has raised €1 billion in new financing, pushing its valuation above €10 billion as demand grows for satellite-based intelligence that can see through clouds and operate day or night.
The financing includes €450 million in primary Series F proceeds and was co-led by EQT’s Scaleup Europe Fund, which made ICEYE its first investment. The broader €1 billion financing marks another milestone for a company that grew out of a university research project and has since built one of the largest synthetic aperture radar satellite constellations in operation.
For ICEYE, the new capital arrives as governments across Europe rethink how much of their intelligence, surveillance and Earth observation infrastructure they want to control themselves.
Founded in 2014 in Espoo, Finland, by Pekka Laurila and Rafał Modrzewski after emerging from research at Aalto University, ICEYE set out to make radar-based Earth observation cheaper and more accessible using small satellites.
That technology is what separates ICEYE from conventional optical satellite imagery.
Fundpluse first covered ICEYE in 2018 when the Finland-based synthetic aperture radar (SAR) startup raised $34 million in Series B funding led by returning investor True Ventures, with backing from Draper Network VC funds and existing investors. At the time, ICEYE was still proving that small satellites equipped with SAR technology could provide reliable Earth observation data at a fraction of the size and cost associated with traditional radar satellites.
Years later, that early bet has grown into something much bigger. ICEYE now operates one of the world’s largest SAR satellite constellations, provides sovereign satellite systems to seven European governments, and has raised €1 billion at a valuation exceeding €10 billion.
Optical Earth observation satellites rely on reflected light and can struggle when clouds obscure the surface. Synthetic aperture radar, or SAR, uses microwave radar signals to observe the Earth, allowing satellites to collect imagery through cloud cover and in darkness. That makes SAR particularly useful for monitoring floods, maritime activity, infrastructure, natural disasters and areas where persistent observation matters.
ICEYE demonstrated its approach early with a microsatellite SAR system, helping show that radar imaging capabilities once associated with much larger and more expensive satellites could be packed into smaller spacecraft.
A little more than a decade after its founding, ICEYE says it now owns and operates one of the world’s largest and most advanced SAR satellite constellations.
From university research to sovereign intelligence
ICEYE’s business has grown far beyond its early focus on commercial Earth observation and maritime applications.
The company now provides end-to-end sovereign satellite systems to seven European governments. Its European operations span Finland, Poland, Spain and Greece, with newer entities established in Germany and Portugal.
Poland offers a glimpse at where ICEYE sees the opportunity. The company recently delivered what it describes as a fully operational sovereign satellite capability to the country less than 12 months after the contract was signed.
That shift from selling satellite imagery to providing governments with their own space-based intelligence capabilities puts ICEYE at the intersection of commercial space and national security.

Europe wants its technology champions to stay European
The investment carries significance beyond ICEYE.
EQT’s Scaleup Europe Fund is targeting €5 billion and was created to address a persistent problem for European technology companies: finding enough growth capital at home once they reach the scale where funding rounds can run into hundreds of millions of euros.
The fund plans to back European companies working across artificial intelligence, quantum computing, dual-use technologies, clean energy, space, biotech and medical innovation.
ICEYE fits squarely into that strategy. Its technology has commercial applications, yet its growing role in sovereign intelligence gives the company strategic importance at a time when Europe is seeking greater control over critical technologies.

To turn European innovation into our competitive edge,” European Commission President Ursula von der Leyen said.
For ICEYE CEO Modrzewski, the funding brings the company’s story back to its European roots.

ICEYE began with an ambitious idea: put synthetic aperture radar aboard small commercial satellites and make Earth observation more accessible. Twelve years later, the company is valued at more than €10 billion, operates a massive radar satellite constellation and supplies sovereign space capabilities to European governments.
The financing still requires customary regulatory approvals and other closing conditions.
